How exactly does one get followers on Tumblr without just being lucky?

With DeviantART, you can at least submit to clubs which helps. But Tumblr, you can spam tags, use broad tags, you can have an alt account where you re-blog so people might check back and find your art blog, hell I even draw fanart but those pics only seem to get lots of notes over a long period of time. I'm baffled how people establish fan bases through Tumblr rather than joining it with an already built up follower base.

Is there some kind of club or submit-to system on Tumblr similar to DeviantArt that can help with exposure? Relying on tags seems to be shit.
