For me it goes like this:
>identify shit I wanna make a story about, think about the themes it can convey
>create vague beginning and end point
>and characters/dialog/cool moments I want to write about between these two points
And there I got a skeleton for my story, and from there I can just add on it- characters, story beats, dialogs,... Cropping, adding stuff. Its easy to tie it all together after you put some work in that way. I like to have a separated document on which I put all the worldbuilding that goes into it but won't necessarily make it into the final draft and storyboards.

... You don't need to do all that though. You could just draw, just write. It works too depending on what you wanna make.
