You can but as I said it needs to have some design involved. You can't just go "UUUU LONG HAIR, JACKET, SHIRT, PANTS, SHOES", you need to know why these character look like they look. You're supposed to design your characters.
And by the way I'm giving shit to these people but I'm aware that famous artists have the same problem. Take that retard Picoro that does Raven and Beast Boy fanart, he never came up with a decent design and his main appeal is doing slice of life superheroes with real clothes. He never came up with a decent outfit in his life, so it doesn't surprise me that these people don't bother making a single creative choice when you can be as bland as picoro and still get famous and inspire other people
