Only if he's using CPU-intensive programs like ZBrush. A middle-tier i5 is way more than enough for PS.
Focus on RAM; DDR4 dual-channel, 8 or 16GB depending on usage, since PS is pretty RAM-intensive depending on canvas size/layer count
