A bad question, like any artform, painting has a lot of different avenues to follow, often at odds with eachother, no one can be great at all of them at the same time.

That being said, my two favorites are Bouguereau and Beksisnki.

If it makes you feel better OP, you can learn to paint like that very quickly if you work hard, it's not a particulary high level, that painting won't go down in history well, it will be forgotton and nobody will care about it, no offense to the artist, it's just not that good.

What you've gotta do is study the fundamentals, that image was done with knowledge of colour, perspective, values, composition, etc.

Study all those things through reading books and watching videos and looking at other art

To go to a really high level you need to have inspiration, read Robert henri's The Art Spirit and you'll understand what it means to create something with proper inspiration

My art history teacher HATED Bouguereau
She fuckin' bullshotted him too with this painting. She pointed out the awkward face and the emotions of the other figures saying that the look on their faces don't really feel the way they should.

Personally, he was one of my favorite artists long before I wanted to become one. The "Nut Gatherers" is probably my favorite painting of his.
