It might come as a surprise to you but people don't necessarily follow a fully rational thought process. The person probably knew there was something wrong but were too much of a beginner to address the issues. Generally being scared of making it worse, ruining the result of so much effort (sunk cost fallacy) or simply no idea how to fix it will potentially cause things to get that bad.

There's also the fact that the person clearly worked really zoomed in and spent many hours with their head stuck in the drawing polishing the turd, to the point where everything wrong with it gets normalized and doesn't seem as bad.

I don't have really old stuff on my computer but I do have the folder of some older digital paintings from the time where I went completely the wrong direction and produced masterpieces such as this turd.
