The most useful advice I've had for this sorta shit is just being more active in general, liking stuff under tags like illustration and sketch and stuff helps and many people will like your stuff in return. The only thing is, for some reason artists have this really shitty habit of following someone, and then immediately unfollowing. For that reason I say just follow people who's work you genuinely like. Also just posting consistently.
