I've done some BGs for animation but nothing at this level. Look up Makoto Shinkai's book. It goes over his methods for creating animation BGs. Basically, a mix of heavy photo reference and CG models painted over in Photoshop.

For an older school example, The Mysterious Cities of Gold art team went to south and central america, took a bunch of photo reference of famous ruins and monuments, and literally traced the photos for a lot of the backgrounds on the show. This was in 1983.

As for my personal methods, I tend to make simple models in Sketchup, print them out, draw over them on a light table to get rid of that overly perfect digital effect, then either paint them with physical media or scan them back in and paint them digitally.
