I'm the person who posted just above you, so I'm not advanced or anything but here's my two cents.

>Can you draw traditionally?
If not you might want to learn how because it's more intuitive.

>Are you using the proper art program?
That looks like MS Paint, and if it isn't you aren't utilizing the program properly. Most important ones in Photoshop from what I gather is brush, mixer brush, eye drop, layers and brush sets.

>Are you using a mouse?
Then this is a limitation that you may have to deal with until you can afford a tablet or somehow learn to draw with a mouse efficiently.

>What shading/rendering style are you going for?
Post an example, do you want strong edges and cell shading like DBZ, or do you want something very soft and realistic like sakimichan. Right now it looks like you want to pursue a cell shading style.

>To draw anime/manga waifus nearly all artists study real life/observational.
To bend the rules you need to know them well.

I mean there's many things you can improve on seeing that picture alone but these are the main questions I'm posing to you because they're the most important.

>pic related is the style I want to learn to paint in so I look at it while I paint my first digital piece and constantly refer back to it.
