for static hair I like to add details near the ends and leave the middle sections simple. however, those shapes on your drawing aren't really appealing, like they feel very amorphous and don't hint at any kind of form. be sure to use shapes that convey flow and motion like ribbons or drapery-like shapes when doing hair
also, overall proportions aren't really loli... scrap those tits and hips and study the peak female form from a good doujin artist. I recommend ponsuke or haguhagu
