This is called "weighted lines" retard. It's literally the effect of areas with little light, where shapes overlap/fold in onto each other. Line art isn't real in reality, it represent the contour of the forms. Anything that goes "further" around a form is where you place these lines. Many forms that overlap each other adds "weight" to those lines, making them darker and bolder.

What do you mean? Is it flicking out of the brush? Is the brush not "pointed"? There's not really any magic trick to inking with a brush; A lighter stroke for a thinner line, a heavier one for a thicker line, other than that, it's just knowledge of what makes a good inked picture.

Just to make sure - you are using a water colour brush yes? Those are the kind you need to use for inking. Windsor and Newton series 7 brushes are the "industry standard", though I've read that there are some good alternatives that aren't as expensive. Make sure not to dip the brush up to the base, or you'll ruin the brush, and make sure to clean thoroughly using a little hand soap or brush clean (or it'll also ruin the brush), suck the tip back into shape after each clean.

Other than good cleaning procedures, I'm not sure what else to say? Most books on inking talk about inking with a nib pen, though I think 'making comics the marvel way' has a section on inking with a brush, take a look at that.

Looks better anon, though the line weight being so big and consistent makes the image hard to read. I'd use a smaller brush or a bigger canvas with more variation in the lines you make. Anything closer to the camera can get thicker lines.

There's a few things like:
-Thinner lines in light and thicker in dark
-Thicker lines to indicate shadow
-Thicker Lines to indicate weight
-Thick lines to indicate position relative to the viewer

Take a look at more western artists/cartoonist rather than japs; regardless of you're opinion on their art, they tend to not play with line weights nearly as much as western artists.

But in the end, it's mostly stylistic choices, think Jamie Hewlett's earlier stuff.

You're going to struggle with this until you start focusing on line weight, while not impossible to do a good uniform line weight, it is far harder.
You also want to check for tangents like her hair touching the armpit, and calf merging into her shorts.
