I think you're trying to tackle too many things with too little experience. I would break things down and work on them separately.

Try working and figure drawing, anatomy, gesture etc... Then work on backgrounds and color, perspective, values, composition. It will all come with time.

Try planning out your scenes with quick, small thumbnail sketches. They don't have to be super detailed or polished, just get general placement, perspective, mood, etc.. down.

Here's my take on it. I started with some reference and did a few quick sketches and narrowed it down to this one.
