learn how shapes build a character, and then build them around shapes!
for example, here's my oc callie. she's made up of mostly circles/round edges and triangles/sharp edges. she looks friendly at first, but she's pretty bitchy and mean. usually, round shapes are used to convey friendliness or childishness. they are safe and inviting. while sharp, triangular shapes convey activity or danger. squares are used for sturdy and strong characters, but also characters that are 'firm' ie hard to move or shake up. tl;dr: think about your character's personality. are they friendly? mean? strict? don't be afraid to exaggerate, either! if you think it's too plain, make one part bigger or one part smaller.
i say when you break characters down into shapes, it's easier to think about the types of clothes they would wear. especially when making a silhouette. but clothes also depend heavily on the era. you wouldn't want your character to be dressed as hatsune miku in the 1800's. consider the time period, as well as what characters around them might wear.
