I think art skill does plateau and peak, until you figure something out or have a breakthrough/eureka moment, then skyrocket for a while until you plateau again, so in that regard, yeah that graph is right.
But I also think that for most people the ability to see ALWAYS stays above the ability to draw, like even as a day 1 beg I could see flaws in artwork much more proficient than mine, and as I've improved my own art, I've slowly been able to spot more and more flaws or inconsistencies in art that previously I thought flawless, yet my actual art output skill has yet to reach the level of the art I could see was imperfect even on day 1.
This is why like 99% of creative individuals are stuck forever hating their work and saying it's amateur shit no matter how big they get.
