You could try using vectors in illustrator or paths in photoshop to make some art. But I guess a drawing tablet is a must this days, save some money little by little and buy a used one if that's what you can afford.

If that's not an option but you do have a smartphone, you could always build one of this bad boys instead.

You will need 4 things
1) An empty pen
2) Some metal wire
3) A cotton swab
4) A bit of water

Just like in my picture you can see I cut the head of the cotton swab and put it in the empty pen. Then wrap the metal wire along the pen making it touch the soft part of the cotton swab (Very important).

Now all you need is just a little drop or 2 of water in the cotton swab to start drawing on your smartphone. (The more water the swab absorbs the longer it will work, but don't over exaggerate)

I recommend you to use Medibang on Android, it's free but with enough options to get you started. Try it, it's like in the old days of ink writting, when the cotton swab dries up you just wet it again to continue.
