You really need to take a step back and work more on your fundamentals. Work on the anatomy of the face, how light/colors reflect on the face, how hair works and how it's rendered. Also, you need to work on your overall understanding of color balance (esp in your landscapes), your understanding of perspective (including atmospheric), your understanding of surface quality and how to create a certain texture, and composition.
Please, I implore you to do more photo-studies of people/landscapes before you delve into either copying ruan outright or trying to imagine your own thing. Also read up on your fundamentals, it will help and you will see a noticeable difference in how your work compares to others.

One of the things that sticks out the most is your edge control. Bumpy/soft/messy edges just don't look good. You can use masks like how Keinan does, he explains it pretty well in this video https://youtu.be/9FNfWC_YCMU . Or you can use the lock function for the layer, so that you can only paint on non-transparent areas, and use the lasso tool to create edges within the area you're painting, as shown in this video http://www.gyxy.cn/spjc.php?id=1023
Secondly, your light source isn't clear, and doesn't have a tint to it like normal light would. Usually sunlight has a sort of warm tint to it, and artificial light will look slightly cool. The clothes say that the light is coming from behind, yet his face/mask/teeth/hair/ear/and some edges on the front of the clothes don't follow that light source (face doesn't look like there's any light source at all).
Your brush strokes looks very bland, and not well blended. A good balance from softer value changes to hard ones is best achieved using multiple brush sizes, stroke techniques, etc. This is especially important in painting hair, where an artist can use large blocks of value to establish large portions of hair, and smaller brushes to bring strand high/lowlights out.
The line around the eye really bugs me, it's too thick, too dark, doesn't fade, and generally looks cartoony (not matching the rest of the painting).
Your anatomy also looks a bit wonky, I'd say loomis, but I'm not a complete dick. So, your nose is too small and too far up; ear is too small, wrong angle and is not fleshed out at all; eyes are missing contours around them, no tear duct, no 'bag' under eye, pupil is oddly shaped, and you only did one because you're a lazy bastard; the teeth and gums look too flat for the curvature of his jaw, the teeth don't look like they have curvature (the center protrudes farther than the edges), the gums are just blocks of a color with no contouring at all, and the left side of his gums don't go that far up.

Just practice basic shapes and lines until you're confident, then I'd start doing gesture drawings to learn basic anatomy and form. I seriously recommend the book Drawing Lessons From The Great Masters. Just remember to always think of what you're drawing as a 3D form, or you'll get used to symbol drawing and forever draw deviantart tier shit.
