Lineart is all about enclosing forms within line. Study the fundamentals well (along with your favorite animu) and take lots of notes from accomplished mangaka and animators. Their primary medium is line.
As for a timeframe, I wouldn't worry about such things right now. One thing that helped me with hand-eye coordination and smooth lines was by following the "line" that I wanted to draw with my eye, then sweeping my hand up to meet it.

Can we talk about typesetting in comics, and comics with generally goodnuse of lettering?

Fucking love Yoshi's text, especially when he hand-draws the sound effect as part of the movement
