I think I figured it out. I'm an absolute retard. What was happening was
>zoom in looks like shit (all of the tone was mashed up and had no density)
>zoom in again it looks fine
>zoom in again it looks like ass
>zoom all the way out to desired size and it looks fine.

I still can't figure out why that is, maybe its my screen or something but it appears fine when I save the file.
