The top of her head needs to be expanded upwards a bit. Shoulders need to be rendered in better as well, especially the right (technical left). Look to irl references, find some comparable breasts, or breasts you want to draw, and use them as reference, and then proceed to experiment, also, breasts are rather lower on the torso location wise and they separate due to the curvature of the wedge of the torso of the rib cage. They are attached to the pectoral. If you think of them as water balloons sagging down, attached at both the upper and lower pectoral, it could help. I would also suggest doing expanding the image with a full body presentation, with a dynamic or an interesting pose with this, maybe even experiment with foreshortening. One of the reasons you probably are having a hard time of this, is because it's so heavily cropped and you're working in such a confined space, increase your canvas size too. The face is fine and passable, good job so far.
