Are you moving it with the selection or the move tool? If you're using a selection, it's imperfect due to the anti-aliasing. Without knowing what you're doing this is what I think may be happening as this is how I've seen some people use the program. I haven't ever run into this issue, myself.
The only other thing I can think of is if you're using the transform tool which when I tested it left similar artifacting even after just selecting transform and confirming the transformation.
If you're going to make selections, use the lasso tool with enough extra space because the edge doesn't have a hard transparency and it will take away some of the opacity of your pixels if the selection borders your art. If you're using the transform tool to move things, use the move tool instead. If you want to make pixel art bigger, don't use sai and use something that has an appropriate sizing algorithm like nearest neighbor.
