I'm autistic, with ADHD. I can't focus on trying to get better at all or even come up with anything to draw without just giving up and going back to looking at my phone and doing something else.
I've legitimately never been able to commit myself to any serious hobby and have gotten lazy over the years with my only actual one which is writing and the only reason I'm good at writing is because I wanted people to be able to understand what the fuck I was saying and I wanted to write good stories because I thought I'd never be able to make them in a visual medium, but that's it. I've never been able to commit to a serious routine, schedule, or anything. I just sit in my room online doing basically nothing.
Everything I try doing looks so daunting and impossible. I tried learning Source Filmmaker as a teen and I gave up immediately because it looked too complicated. I tried learning how to make my own games in game maker, gave up immediately and never touched it. Even something like drawing just looks so complex and impossible. This is what it's like for everything I try doing.

Really depends on what you want to do. If sculpting faces the best advice you will ever receive is to do sculpts on low amount of polys. Don't subdivide without need. Try to block big shapes! Think which of them are most important. It's little bit like drawing a caricatures. Only subdivide mesh if you're absolutely sure you CAN'T make it any better with current number of polys. Do lots of sculpts like that. Quick, low, focusing on big forns. If you sculpt likeness of a person from reference, stop as soon when you think anyone would recognize that person from your sculpt. And then do next one.
The worst time waster is to subdivide a lot and then polish that turd for hours/days

If you're learning I'd advice to not dynamesh just yet. Make a cube in some 3d app (or with z modeler but it'd be simpler to just do it in max /Maya /blender...) make that cube with 9 quads on each side. Import that to zbrush, subdivide once. And sculpt. Don't subdivide again until you're absolutely sure you reached the point where you can't improve shapes with current number of polys.
This cube method might seem unnecessary in the age of more modern tools in zbrush. But everyone I ever talked to feels like this is really good method to learn still.
I feel like all those more advanced newer tools in zbrush are great when you know what you're doing. But for beginners they might be confusing or even build bad habits.

I used to, but a friend of mine who I used to study with has gone on to live become a lot better than me, and I realized the real difference was not work ethic or time, but goals, his goal was always clear in his mind, and my goal is to simply enjoy drawing, I don't think I can have a more lofty goal than that and that keeps me up sometimes, but such is life.

There's your problem.
Burn out can only be averted by going towards what you love to make. If you're just stuck in the practice / skill obsession grind, you're sucking all joy out of it.
Ideally take a break, but go back to revisit the things that made you want to draw in the first place. Get hyped up and excited for your favorite artists and just sink into that headspace again, imagine you're a teenager or whatever age you were when the fire was lit.
Grinding fundies is not the way to deal with burn out, it's just a form of insecurity manifesting as false productive action.
