Because the UI was designed by one person and typically just laid out in a simple fasion. Its got personal touch, like a well organized desk or workbench. You can get a feel of who laid everything out, and the reasons why they did so. It maintains a consistent predictable atmosphere.

These days entire committees "design" UI and because everyone has their own opinions on how to organize things, everything becomes a mosh of different styles and random choices. There might be certain rules that people are forced to follow. But you have to deal with 6 different peoples interpetations of those rules

Flat design is just the result of smartphones becoming the bedrock of modern technology. Flat colors and drop shadows are easily achieved by CSS, meaning making a website work and look the same on a smartphone and a real computer screen is faster and easier.
In the 90s, the grey aesthetic was just a byproduct of the hardware of the time. There was no room for aesthetic bullshit, either on the screen or with the hardware.
When the 2000s arrived you had a jump up in terms of visuals, thanks to machines being more powerful. This reached a point in like 2010 where the average desktop had ridiculous amounts of bells and whistles thanks to Windows 7.
Then smartphones and tablets started to arrive. I think the flat design trend was started by Microsoft early on with Zune and Windows Phones.
The root of all flat design is because these underpowered systems couldn't handle easily the bells and whistles of Vista or Seven, so instead of going for lesser versions of these glossy operating systems, they went for minimalism instead which is easier and faster to make.
Windows 8 also had this problem as it was expected to run on tablets. So it too employed flat design.
Now it's everywhere so it is expected for your application to use it. I personally don't mind, I think it looks quite nice.

That was true in hardware as well. You had all kinds of random shit, from cell phones (remember the N-Gage?) to video games (Nintendo's hardware experiments were ruinously expensive to a kid), to automotive designs. Then ARM chips, capacitive touchscreens, and embedded OSes hit a quality threshold and all that wild variety of both hardware and software got replaced by flat rectangles and fat-finger touch UIs. Even cars started getting angular again. I think this actually helped cause millennials' dysfunction - we grew up in a world of endless experimentation, peace, and happiness, but then after about 2003 everything steadily got worse until about 2016, as if life and color were being drawn out of the world. You could feel the weight of the world pressing down on you everywhere you went, and even science fiction didn't dream as boldly as it once had.

The style is just the style of the time. Both from the tastes of the devs and users, and the machines' capabilities.

Like, resolution and color came to a nice balance.
Actually finally having the resolution and COLOR to make things seem realistic/metalic and even skeuomorphic.
But still being low resolution enough to work with each individual pixel for alignment, and not really having the space to waste on a shit ton of excessive padding.
So you have the attractive part of pixel art, the comfort of realism, and something clearly readable and usable even on badly focused low-end 15" CRTs.

Nowadays it's far more popular to do things as simple/flat as possible, and try to abstract it to support as many setups and resolutions as possible.
Which is more portable and scaleable, of course. It just doesn't look as clean or organised.
Or sometimes they care too much about "form" like excessive animations, anti-aliasing, enough space for touch interfaces, or casual/friendly/friendly/unprofessional/etc imagery and messages.
Mainly just different (questionable) priorities.
