It's technically more colors, but there's only 5 main colors: background, foreground (general code), specials (keywords, escape sequences), literal (numbers, strings, etc.), and out-of-band (non-code inline with code, mostly just comments). The others are stuff like line highlight, invisibles, and error highlighting.

Forgot a couple things. I set it up so that the color scheme works for most languages, then add per-language tweaks. Mostly this is just stuff like using the 'special' color instead of 'foreground' for XML/HTML tag names. But sometimes it requires modifying syntax definition files, e.g. to add comment keyword capturing (TODO:, FIXME:, etc.), or to differentiate Python docstrings and multi-line strings.
The reason I use so few colors is I got tired of parsers not working very well. Most aren't context-aware because they aren't backed by a linter, so you can't tell if something's a class name or a function name. Since primary languages are C++ (complex, context-sensitive syntax) and Python (aggressively generic syntax) regular color schemes are either too simple or too complex. I decided just to go minimal color and rely on the shape of the code for visual recognition. That's also why I use spaces between so many tokens, which also allows for a smaller font, which allows more lines on the screen. It works out pretty well.

I think it was fairly easy to do for vscode because it is an electron application, so they probably just used css text shadows. My website has a similar theme inspired by advent of code.
