They are unironically mostly indians. I've run into a few of them. It's not a meme and they are fucking worthless 90% of the time. They usually go through university too much as well so they look really good on paper while having never touched a piece of code in their lives. I actually had a real life case of some indian writing out each year in a DOB picker, I assume by hand. I've written my own naive image rotation code. Rather than doing some complicated shear bullshit, just take the inverse of the matrix, and then ask where each point on the new image comes from, not where each pixel on the old image should go to.
