NVidia makes and supplies the GPU itself, EVGA sources all the other components in making the board.
If they use poor quality VRMs and shit to cut costs and one explodes it's has nothing to do with NVidia. You could claim that EVGA built the card within the spec NVidia provided but seeing it is claimed the card wasn't even under load it is more likely it was just their poor choice in component vendors.
