I fiddled around with a microcontroller once. it was ok.

I have a question:

I have a "ROMLESS" microcontroller. However, upon reading further this means it only has no non-volatile memory on board.
Supposedly they have a section for Booting the chip and a small one-time ROM on chip. Uh - basically my questions are: Is this ROM usually make it non-programmable?
Would I be able to use an unknown "ROMLESS" chip for any projects?

Or would I need an 87C51 EPROM chip to do anything with?
