It's paracord, if you are camping and your tent starts blowing around because it gets windy you can use it to tie it down more with. If someone falls into a hole or whatever, you can use it to help them climb up. Hell, you can probably even use it to tie on your vehicle to pull something. They are really strong (at least the better quality ones)

I'm not even sure tacky is the right word for it... Just dorky. It's like Boy Scout Core. Literally looks like something a boy scout got for christmas and thinks it's badass so he wears it to school, but doesn't mention so everyone knows he goes camping.
