I believe it has to do with attaching things to it such as a sleeping bag or lights. You put the strap through it or attach a carabiner.

is absolutely right about its purpose. Some backpacks have additional straps to weave webbing through to fasten things like icepicks. Today, more durable ones are made from plastic. The leather/fake leather aren't as common in serious outdoorsy bags but are usually just a stylistic feature. You can weave your sneakers through them pretty easily but they won't hold much more than that
