Why is this? Is it because the fashion world is dominated by artsy/creative types who aren't jock-ish by nature? In the mainstream biological sense, fit people are the most attractive but most fashion models don't even work out. The just drink coffee, smoke cigs and puke.

Fashion is about the clothes, not the models, so the models need to be as skinny as possible to make it easier to design clothing for. As you get bigger, either with muscle or fat, body sizes get more diverse which make it harder to design for if you don't have exact measurements and the appearance of the clothing may look different on a different body type. So it's mostly for practical reasons, although the popularity of fashion has made the model body type popular in society, even if it isn't "objectively" the most attractive body type.
