Literally one out of every three girls I see at my college are wearing these. It doesn't help that my college is like 60% girls either. I'm in San Diego too, so there's no reason to wear these because it's always warm and sunny.

Women are validated and gain confidence by being checked out and knowing they have sexual value (guys too). Leggings are comfy, sexy, can be activewear AND being black and form-fitting, work pretty well with a lot of basic outfits you'd see at a casual environment like uni.
