In general, effay as an adjective to me seems to be related to personal preference, as well as a shorthand for "fashionable" or "stylish".

Seems to translate into, "do you think I'm good-looking?" and/or "do you think I dress well?"

But I think it ultimately means "is X approved of by /fa/ in general?" Does the hive mind of /fa/ approve of this entity/concept?

We then have different answers for what something "effay" is:
1. Something you like. Saying that something is effay is the same as saying "I like this"
2. Something that is generally considered to be related to fashion/design.
3. Something that is approved of by the majority of /fa/. Something is effay when the majority of /fa/ posters approve of it.

/fa/, like most of 4chan, is a place where people come to throw shit at each other. Lots of shit is flung every day. Most people enjoy it for whatever reason as they keep coming back to fling shit and have shit flung at them.
Every now and again someone will actually decide to come and fling a different type of shit. Oftentimes this is ignored and the guy is accused of being pretentious or trying to start a meme. But some people do take notice and try to replicate that new type of shit being flung.

Most people start out on 4chan on /b/ because they're edgy teenagers. Then they eventually move onto boards with more specific interests. That's how it worked for me anyway. I would imagine that at this point not many people initially come to 4chan for its anime topics
