You can wear a nice fitting sports coat if you want to, just don't wear something in the pic you just posted. Lose the tie, waistcoat at least.

I'd go for a nice light blue button-up, with a dark blue (nice fitting) blazer/suit jacket.

Check that your cuffs show a few mm outside of the suit jacket, not like in the pic where you can't see them.

Get some denim, preferably a lighter colour, for a more casual look with some leather shoes and matching belt.

This was such sad that I actually shut down what I was doing to specifically answer this question. It was something that involved rebinding all my keyboard keys, but I care that much. I care and I don't want you to be "THAT GUY" in the Psychology or Philosophy class.

'Elegant clothing' is required to be high quality, well fitting, and expensive. It requires skill to wear properly, and it skill to act properly in. An expensive suit is elegant because it materially looks good, fits the wearer perfectly, AND THE WEARER WEARS IT PERFECTLY. The last is the most important point. Because you can put the clothes on the Elegant, but you can't put the Elegant in clothes. A cheap suit isn't any more elegant than a pair of Uggs and yoga pants. It's tacky, fits poorly, and looks ridiculous when worn. An expensive hoodie of high quality can look elegant, as has been shown by any number of Japane streetwear companies. Do you have the money at 20 to invest in getting a 2000$ suit and then having it tailored to fit you perfectly? Do you have the inner elegence to wear this already, or are you assuming it will make you look elegant? Finally what situations at 20 year old require you to have a suit? I mean "Suit required" situations. If you don't have those, you'll be overdressed, and it won't make you look "Cool". If you look good, it'll make you look like you're trying to show off. If you look bad, you'll look autistic. Both will look like you're pretending.

If you want to actually look elegant OP, than ask yourself first "Am I Elegant."
