Because college used to be something only the wealthy could afford, especially when it came to the ivy league schools. This Ivy League prep style isn't so much a "college style" as it is a white affluent style. This is what those kids used to dress like at home, because they were fucking rich.

With the democratisation of higher education comes a shift in clothing. People dress at college what they dress like at home.

prep is an american style, offshoot of older british styles, they bought american like brooks brothers, allen edmonds etc. bb used to ship clothing from England in the 60's now it's from Malaysia but it's still quality clothing.

Allen Edmonds is still American, about 400 dollars for a nice pair.

It's very accessible, so much so that even asians and blacks are trying to get into it, but ultimately like them you'll look goofy unless you have a WASPy look about you

the point of being a WASP was that you didn't care to show off, you just wore that you would naturally wear given your unique status as a group

people try to ape prep, usually by shopping at JC Penny, but you can tell from the brands. it's a fine line even for those that physically look the part

In the US, government student loans were not available until the seventies. Prep is, for the most part popular in areas where it is popular to appear to have money. I hate to use broad strokes but I can't think of any examples to refute it. When you think prep, you think the south, and you think the wealthy northeast. You don't think about LA or New York or even Chicago. In a lot of places, it is very much not cool to appear wealthy, but rather "redneck" "bohemian" or whatever the fuck, but in "prep" areas that image is associated with wealth. Prep and wealth are linked at their core.
