Obviously it wouldn't be hard to do in theory it's just sewing some strap/strap onto a jacket. But the real difficulty comes in using the right materials, finding the ideal places to attach the straps, making sure the attached parts are strong enough to hold on through wear. This is all hoping that the jacket will even look good or be able to drape like that.
