It kind of is? If a girl's got style, and the color is one that suits her skin tone, it can look really great. However, nerdbabies and the like see that looking great, and think that it'll make them look great, without actually having any fashion (or makeup) sense to go with it. So it's a bit like the fedora in that people see classy folks do it, and think it'll make them classy. But it don't.
Now, i'm saying this as a chick with a weakness for chicks with dyed hair and tattoos. I wish it looked good on everyone, so everyone would do it more. But it takes common sense, fashion sense, and a good dye job to pull it off.
