Shampoo it thoroughly, dry it, use a little salt water to add texture, use curlers for a short while to get some waves going and trim it to size.

As of now, you look like Wormtongue from LOTR.

After making it look maintained and less flat, you could probably rock a ponytail. but they look fucking gross when your hair is flat.
