i think you might have something weird going on with your chromosomes. but don't worry, it's not too bad and i'm sure you'll be able to find a girlfriend sooner or later.

my honest recommendations is to start taking anabolic steroids (after doing a lot of research on it first) in combination with an anti-estrogen like exemestane (or just try exemestane on its own). or instead of steroids you could try high doses of a SARM called LGD-4033 which seems to be anabolic in the bones as well as muscles and makes your shoulders wider and masculize your face. and i strongly recommend that you work out and eat well like a bodybuilder. also, i think you should wear crew neck t-shirts with longer sleeves. the deep necks of your t-shirts makes your neck look longer than it is. building some muscle as well will make your neck look completely fine.
