Sure. I'd recommend looking for some Raf shorts that might be on sale around now, if not. Thrift stores that stock actual pleated school shorts maybe, If really desperate, get a pair of baggy pleated dress pants and get waist altered and length altered to shorts. Altering might be expensive, but for the look you want, it would help.

Tbh just wearing cheap entirely black trainers would work, it's all about the silhouette of the runners really. If you want, you can have a look for rafidas, but resell prices of last seasons are pretty dumb in comparison to RRP.

You could pretty easily do it cheap by using a plain / diy ombre sweater, pants tailored into shorts, plain white shirt, long socks, technical sneakers. The hardest part to replicate would be the over-sized over-shirts.
