I understand this part of the story, because I've had to deal with it too.
Not over stupid bullshit like skateboarding and litter, but at the same time I know how quickly things can escalate for no reason and against all logic.
When dealing with guys like this I usually laugh at them, which only makes things 10000x worse. Or say something sarcastic like "of course I alerted local authorities, as I find littering to be quite deplorable and disrespectful."
and after that I would most certainly get my ass kicked. Guys like that don't fight one on one, they'll all jump in on you.

The BEST course of action is to act like you don't give a fuck and if it comes to an actual confrontation stand up and act like you aren't scared at all. The best way to handle it, although this goes against all logic, is to get on their level and match their emotional responses "of course i didn't call the fucking cops man. you think im a bitch like that? what the fuck are you gonna do about it"

For some reason matching their emotional reactions makes them see you as less of a threat. Talking to them calmy fucks their brain up and makes them want to retaliate because they feel disrespected.

Most guys who act like that are actually really big pussies so they try to act hard. Calling them out and acting like a man gives them the validation they want, and usually it will just die out or get physical and you'll get punched out.
You'll probably get punched out either way, but at least try to fight and don't show fear.

To not be seen in a crowd, wear a hoodie with the hood up and shoes that everyone else wears AKA nothing that would make you easily recognizable.

This is all pretty unnecessary for OP but if you want to walk around without getting spotted when there are people actively pursuing you it's important to dress completely different from how you usually dress (like i said above, especially the shoes) and to walk different as well. putting a hoodie up may make you seem shady, but if nobody expect you to look like that than you've accomplished your mission.
