He means that usually cheap glasses don't actually have any UV protection. The tinted glass dilates your pupils which makes them more vulnerable to damage if the glasses don't any UV coating.
There's probably a way to test it, I just don't know of any.

to test for polarisation, look at a puddle or the reflection in a glass and tilt head ~90degrees. there will be a noticable change in the color you see through the lens. if theres no change in the way things appear then the glass is just tinted dark

polarisation just removes glare, it has nothing to do with UV protection, but you did give a correct way to test for polarisation.

also in the EU your sunglasses have to meet a certain standard for UV protection (there should be a certification mark somewhere), so just don't buy rip-offs from some dude on the street and you should be fine
