It's simple. In order for anything to work/be good you have to invest something.

In your case you can't invest money, because you're poor.In that case you have to invest other things, namely time and expertise.
Start visiting thrift stores, really spend time and do it regularly. Toss through that trash to find those gems.
After all it's all about finding the gems, whether you thrift, buy mall-tier shit or high end stuff. You gotta know what works and what doesn't, how things should fit and how to build a good outfit. In thrifts it's just harder. You'll need more time to find the thing you look for and more expertise to build good fits with whatever you find.

OP, here's the best tips I can give you for your situation.

If you keep adding clothes to the pile, you're gonna just keep having a big shitpile. Take a month and stop buying (if you can, unless you work a job that takes tolls on your clothes).

Now, for that month, evaluate what kind of style you like; be it street wear, goth ninja, dad core, etc.

Now, the month after that you can slowly start building a wardrobe.

Basics: Plain White T-Shirts are easily coppable from Wal-mart. So are underwear and socks. Don't go with anything flashy just yet, try and keep you style to a minimalist base. Fruit of the Loom and Hanes is probably where you'll stay at.

Jeans: You might have to save a bit more for a pair, but at least buy a pair of Levis. And don't buy it from Wal-Mart or Target, their Levi's are essentially garbage-tier denim slapped together. Find a Levi's outlet, or use their online website. Get onto their mailing list, and they always send out great sales details with sometimes 50-75% off. Buying one pair of semi-good quality jeans will last you a nice while (Also follow tips on how to keep raws nice, if that's the road you plan to go).

Now here's where it goes tricky, I don't really know your taste so I can't just start spouting shit about what you should do next. Shoes are a different ball game all around.

Shoes:
Street Wear - You should be able to find a nice pair of Air Max 90's for cheap, or even AF1's. Don't step your game to max level yet, just start out slow.
Goth Ninja - I'd stay away, or look for 2nd hand shoes on ebay, rakuten, yahoo japan, etc.
Dad Core - You're gonna have to save up, but a good pair of Red Wings is a great starting place, and they'll last you a while if you treat them right.

Now jackets are something you can build up over time, but a cheap hoodie (ala Carhartt (If you don't like the logo get a cheap 2 dollar stitch ripper at a sewing store and rip the seams)) is a good start to building a wardrobe.

Like others have said, save up and spend your money wisely. Only buy pieces you really love and can picture yourself wearing. I recommend waiting a couple days before copping to avoid impulse buys.
Also budget your spending. Make a cash flow statement to see how much you spend and where you can save. Look up sites that can help you with that (like mint.com).
There's nothing wrong with thrifting. Hit up some consignment shops too like Crossroads Trading Co or Buffalo Exchange since a lot of people dump their better stuff there than to charity. I've found Alexander Wang and Acne there before for like under $30. Never pay retail

Also, maybe it's a good idea to go to many different stores in the beginning and try stuff on. Don't even bring your wallet, just see how things fit on your body and what colors look good. That way you have an idea of what to look for in the back of your mind when you do want to buy stuff
