You can wear anything with a navy suit, doesn't mean it is going to look good. The black does not flow with anything in his outfit, plus the shoes are too casual for the full formal suit he has going on.

Hat does not match.
Jacket is too big.
Both buttons are buttoned.
Shoes clash and do not fit the formal tone of the outfit.
White socks.
Pants are a bit too long but without having him standing straight, I cannot really make a full decision on that.
Red tie clashes with his skin tone.

Jacket and pants I will excuse because dark on top and lighter on bottom flows pretty well and is accepted these days.

Black shoes are a staple of a navy outfit. There's nothing wrong with the shoes being black, the problem's with their style and the awful clash of blues happening above. The colour of the shoes isn't the problem.
