Wear high waisted skirts/dresses with a waist at natural waistline or higher with tights and shoes in a similar colour. It will elongate your legs and make you look taller (in photos especially)

If you're wearing something without a defined waist then make sure it doesn't fall below or at your knees.

Make sure you wear outfits that make your shoulders and hips proportionate. Shoulders too narrow in comparison will make you look smaller and more childlike overall (which if you're going for won't necessarily make you look shorter, just more diminutive) but if your shoulders are too wide compared to the rest of you the top heaviness can make you look shorter, which could then be balanced by a structured bottom half or flared skirt.

Heels aren't necessary but for knee length or above skirts, ankle boots can shorten the leg line (if the colour contrasts your legs/tights).
Flats and longer skirts can make you look shorter. If wearing a long skirt make sure to go high waisted.
Nude heels and bare legs are lengthening but not necessarily practical for everyday use.

Items of clothing that are well fitting and don't swamp also help for the creation of an illusion of height.
