Anywhere. You can just crop a pair of pants (but that's doesn't always work given that the cropped silhouette and proportion might demand a different fit elsewhere in the pant), but cropped/ankle length pants are so common that even Uniqlo has a whole section on their site dedicate to it.

I have some Dockers D0 that I've been looking forward to try this on but I'm not sure the type of fabric would be well-suited for this. The ones on the photo look somewhat like dress pants.

that's Magntess in the op pic and he says they're just dress pants he got altered. i would go to a tailor and ask them to be hemmed an inch or two and to be tapered a little bit

i prefer cuffs tho, i always cuff my trousers
