I'm pretty short (5'6-7) and the smallest jeans I could find are 29x30. (these are levis 513). So they're a bit longer than what I would like. Can a tailor easily fix this? Take off an inch or two while keeping the bottom sticking? How much would it cost?

Yes you can and should get them tailored.
Tailoring jeans or any pants for that matter is incredibly easy. All it is is cutting the bottoms off and then overlocking, and re-rolling the ends. It's so fucking easy I do it myself with a sewing machine.
As for cost, it should be fairly cheap. $10 maybe? No need to go find an expensive highly skilled tailor either. Any chink with a sewing machine and needle can do it.

Stacks are where pants (usually jeans) bunch up creating a stacked look. Google Kanye West if you want to see sick stacks.

getting any piece of denim modified will cost you $20, which is 2/3 of the price of the levi's so it's really not worth it.

invest <$200 on some raws and get those tailored if you'd like.

I wear a 30x30 sometimes a 32L and 6'0 so it's a common issue for many.

Hemming trousers is easy, all of my pants have been hemmed and it's one of the most common tasks my mother does for my father, uncles, friends, friend's husbands, etc. If you want to keep the orange contrast stitching the tailor can attempt to color match it with new thread or occasionally I've heard of tailors picking out the stitching and reusing the thread to hem the jeans. It usually just color match the thread.

Another possibility I've heard is cutting off the bottom hem and reattaching it along the crease to keep the original stitching and hem. Personally I've never done it or seen anyone do it.

getting shit hemmed in LA is like $20 at any tailor, I've never done it because I only own two pairs of raws and those fit on point, and like I said it's not worth getting $50 jeans modified.

That's the third method I mentioned. Most people just cut the pants about 1" longer then the final length, use a serger to overlock the raw edge, roll it twice, and use a straight stitch.
