If you want an oversized tee, drop crotch or sagged pants makes the most sense (you're elongating your torso, so you should echo this in your legs, and high tops also complement this as well). This is by no means a strict rule though, I just think it looks the nice. The fit I posted would be pretty safe without the tee on top.

As far as materials go, chino would be fine. A jersey short might be more appropriate for a high top as it's more casual, but it doesn't really matter.
