It really depends on the guy's hair color, texture, and their face shape. I have a lot of guy friends who grow their hair out a bit long, cut it, and are instantly way more attractive. However, the reverse is true as well. Guys will have a clean, short cut but if they let it grow out a bit they're instantly better looking. This is just my opinion, do whatever the fuck you want with your hair (except mullets, rattails, and all "redneck" hair styles).

It's hard to gauge really. You want to look more on the just cut side than overdue, especially if you have thick or unruly hair (thick hair tends to get bulky at a certain point and needs to be shaped). I'm a fan of short on the sides longer on the top if you don't have a really long face/head. For example, my boyfriend has blonde curly hair, so it looks nice when it's fairly short (not buzzed, maybe an inch - 2 inches of hair) on the side and 2-3 on top.
