I can grow somewhat fully developed whiskers on my chin, moustache and neck area. I have a little patch on the side of my neck below my jaw and the generic under chin patch. No cheeks, only slight sideburn. But they will eventually pop up, i'd think 25ish is the upper most average of full beard development.

I've met a few. My dad is one. He's a 6'6" lumberjack type who pulls hella bitches, handsome dude for sure.
but he looks like ass without a beard. His chin is weird and his proportions aren't right. But growing a beard makes his facial proportions great.
Then there's abe lincoln types. They look shitty with a beard... but not nearly as shitty as they did clean shaven. I know several of these.
It's true that a lot of men look like shit with beads, though. I think it's about 60/40 ratio of men who can't pull off beards to can pull off beards
