The Designers OP is talking about are designers which show, that is what is typically implied when speaking about designers on /fa/ or in fashion forums.

American Eagle is a mall brand, Jcrew is the same, as is Banana Republic and all the rest.

Having a designer name as the brand name is essentially what used to decide that. So houses(a pretentious way of saying brand) which are named after the designer which started the house would be considered a designer brand.
