As for OP, it helps to know your city, know what the forgotten oddities are in your town. That requires exploration ahead of time, but it's worth it.
Try to have at least 5 low cost one-of-a-kind dates stacked up in your mind. Take her to a sample sale. Know enough about her/him and local museums to visit a place that sparks them. You really don't have to spend a lot of money, either. There are countless things to do in any city that are very memorable and very low cost.
If he or she isn't adventurous enough to enjoy themselves outside of the dinner/movie/bar template, maybe you should keep looking.
The most important thing to remember is to keep them laughing, and if you can't do that, keep them talking. But don't make it one sided - challenge their assumptions, ask for elaboration and relate what they say to your own experiences.
Museums are great, especially if you can find ones that have interactive exhibits like NY's PS1 sometimes does.
Above all, project your energy outward, nourish the other person with it. Be engaging and fun to be around.
